4 objectives of interest were identified:
-the minimization of total travel distance for people to reach their shelter
-the minimization of total risk of the primary path being impassable
-the minimization of fire risk at the shelters
-the minimization of the total time required to transfer people from their evacuation shelter to the University Hospital when necessary.
